The Civil Service is implementing change through 5 cross-government change priorities. These are areas where we can unlock improvements across the Civil Service.
Capability
Capability is improving how the Civil Service recruits staff and builds skills. It provides simplified access to training, new standards for line managers and enhanced staff development.
Place
Place is creating modern, collaboration-focused workplaces for civil servants across the UK. Making more roles available across the UK reduces regional disparities, benefits local economies and promotes diversity.
Innovation
Innovation is supporting civil servants in finding new and better ways of doing things.
Digital and Data
Digital and Data is creating secure, high-quality digital services that meet user needs. Systems and hardware are being modernised and civil servants are training in digital and data.
Delivery
Delivery is embedding a culture of service and delivery excellence in every role at every level.
Changes across government
Programmes are already in progress across government to support the delivery of the 5 change priorities. Change is departmentally led, supported by cross-government programmes.
Each government department has its own plans for taking forward the 5 change priorities to benefit the public they serve. Some examples of programmes across government are:
Places for Growth: Relocating Government roles, building thriving Civil Service communities and leading the Plan for London as part of the Places for Growth programme.
Interoperability: Effective information sharing is essential to keep Government services running smoothly, and the interoperability programme is at the heart of this.
Government Campus: Whatever role you hold, wherever you work, the Government Campus will give you the skills, knowledge and networks you need.
2025 Digital Roadmap: The 2022 – 2025 Digital Roadmap is the government’s ambitious plan to transform public services through the use of digital and data, new technologies and recruiting the best digital talent.
Evidence House: Civil servants are developing skills in data science, development and AI with Evidence House, a new initiative led by the 10 Downing Street Data Science team.
Civil Service Line Management Standards: Civil Service Line Management Standards were introduced in June 2024. They provide line managers with the essential skills and knowledge required for effective line management within the Civil Service. They promote good management practices enhancing engagement, performance and productivity on a personal, team and organisational level.
Upskilling Senior Civil Servants: The Digital Excellence Programme (DEP) for SCS has been created to help upskill Senior Civil Servants on digital and data essentials.
